Which office issues yours depends on your street, not your mailing address.
Permits are the least interesting part of a plumbing job and one of the most consequential, because unpermitted work surfaces at resale and gives insurers a reason to argue after a failure.
The wrinkle in this valley is jurisdiction. A Las Vegas mailing address does not mean the City of Las Vegas issues your permit. Which office you deal with depends on which side of a boundary your street sits on.
Who issues yours
Unincorporated Clark County covers a lot more of the valley than people expect, including Paradise, Spring Valley, Sunrise Manor, Enterprise, Winchester, Whitney and Summerlin South. The Strip itself is in Paradise, which is why a casino permits through the county.
The incorporated cities run their own building departments: Las Vegas, North Las Vegas, Henderson, Boulder City and Mesquite. If your address is inside one of those city limits, the city issues the permit and the county does not.

Work that typically does not
Clark County publishes exemptions for genuinely minor work: clearing stoppages, repairing leaks in existing pipes, valves and fixtures, and removing and reinstalling a toilet, so long as concealed piping is not being replaced or rearranged.
The boundary is roughly whether you are repairing what exists or changing the system. Replacing a tap is not permitted work. Moving the sink is.
Exemption lists do change, and the city lists are not identical to the county list, so confirm for your own address rather than assuming.
